Mission


Reporting to the General Director (GD), the Director of Human Resources (HRD) drives culture and people strategies to ensure the long-term people needs for MSF OCG to achieve its social mission ambitions and strategic objectives.


The Director of Human Resources leads the Human Resources function of MSF Switzerland - Operational Centre in Geneva (MSF OCG) and addresses the people management challenges of the organization. MSF OCG is composed of 330 staff and interns based in Geneva, Zurich and Dakar, over 630 staff expatriated in field missions or flying and 6000 national employees in our countries of intervention. Total budget of MSF OCG is 270 million CHF.


The HRD is responsible to build and maintain a culture and practice that enables trust and empowerment of MSF global workforce and to ensure the wellbeing of the people


The HRD is a key member of MSF OCG Management Team (ComDIR), and of the MSF International Human Resources Platform (IDRH). S/he also actively participates to all meetings with the Board, OCG Congress and the associations’ General Assembly. S/he acts as advisor to the General Director in themes and cases of specific sensitiveness.


The HRD is responsible for overall direction of HR Department, and is currently the direct manager of 74 people in the HR Department distributed in several services (Operational Human Resources Management, Recruitment, Career and Pool Management, Learning & Development, Field HR Tools and Policies, People Administration and Labour Relationship, Project Management (HR analytics, Rewards, HRIS), Staff Health). The HR department supports 160 field-based HR professionals, and the budget of the department is approx. 10 million CHF.


MSF OCG HR network includes MSF partner sections (Austria, Czech Republic, USA; Canada, Australia, Germany, Japan) and regional offices (West Africa, Mexico, South Korea).


Main tasks


MANAGEMENT TEAM



  • With the support of the GD and the Management Team, leads, implement and communicate the People (Staff) vision and strategy,

  • Participates in MSF OCG Management Team (MT)

  • Ensure that external/internal risks and opportunities for MSF HR are considered in HR planning and in the organization’s Risk Management.

  • Reports and presents HR and People’s stakes to MSF Swiss board, MSF OCG Congress and MSF OCG HR Commission.


HR DEPARTMENT



  • Leads the development of proactive and meaningful strategies and solutions in organizational development, HR planning, integrated recruitment and talent management, compensation and benefits and employee relations.

  • Leads and manages the HR department staff, setting the example for a collaborative and professional team culture

  • Creates and supports MSF OCG network with partners sections and regional offices in line with MSF OCG collaboration agreements and strategic plan.

  • Drives a positive and inclusive work environment that maximizes staff commitment and nurtures a culture of wellbeing for all staff.

  • Ensures the highest standards of ‘duty of care’ for MSF staff.

  • Prevent abuse and discrimination within the organization and streamline the management of such cases when occurring. Collaborates effectively with OCG Behaviour Committee and Abuse unit under the GD

  • Guides the development, implementation, and assessment of learning and development programs.

  • Anticipates and responds to the changing labour landscape, analyses internal and external trends and where appropriate, translates findings into actions in order to guarantee compliance to laws and regulations.

  • Supports leadership development and change management processes in the organization and advises other Directors about people management.

  • Makes recommendations, workforce planning and staffing strategies to meet future MSF operational needs.

  • Defines and allocates resources and budgets for the Department while ensuring follow up of the expenses.

  • Embraces transformation and innovation, to improve employee experience and organizational efficiency.

  • The HRD proactively assess future developments in the Human Resources field and proposes when relevant innovation and new thinking that better serve the MSF social mission.


MSF MOVEMENT LEVEL



  • As member of the IDRH, leads the movement’s effort to put people at the centre of the organization strategies and goals.

  • Participates to the development and the coordination of strategic reflections and dossiers with the MSF HR Intersectional network; participates to the sponsorship or management of international projects delegated by the EXCOM (MSF DG platform)

  • Ensures a transparent and continuous sharing of information and resources for the benefit of the MSF social mission.

  • Together with IDRH and all MSF sections HR Directors, leads innovative changes within the organization (HRIS Symphony, Rewards system, Behaviour and Inclusion policies).


Education



  • University Master’s degree in Human Resources and/or other directly relevant areas and/or equivalent combination of education, training and experience.


Experience



  • Consolidated experience in management positions in an international organization (including strong capacity for human resources management).

  • Consolidated experience in humanitarian aid will be desirable, preferably with Médecins Sans Frontières, including experience in coordination posts in the field.

  • Knowledge and experience in change management

Terms of Employment



  • Permanent contract, full-time position (100%)

  • Based in Geneva, with mobility required for intersectional meetings and field visits.

  • Ideal starting date: January 2020

  • Gross annual salary: from CHF 153’100.- to 162’180.- (salary commensurate with experience and internal salary grid)
