The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181.The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. Reporting to the Head, Planning, Monitoring, Evaluation and Reporting Unit, the Monitoring and Data Analyst is responsible for supporting the coordination of the monitoring of the strategic plan’s results framework, including core thematic areas, and innovative analysis and generation of strategic evidence in support of the WSSCC strategic results. The Monitoring and Data Analyst will provide technical support on the monitoring and review of the Organizational workplan’s - and program plans’ - results, as well as the PMER Unit workplan monitoring and reporting. The Monitoring and Data Analyst will also assist with coordination of monitoring and data analytical training and guidance to the executing agencies of the GSF program and coordinate the collating, reviewing and analysing of data from the programs, including the planning and facilitation of the bi-annual program reviews and finalization of the report from the review, that will in turn inform WSSCC programmatic decisions.

  • Assist Head of PMER in the researching, development and implementation of systems (indicators, tools, methods, guidance, etc.) to monitor the Organizational and programme plans and measure the results, including around core thematic areas;



  • Provides technical support on the effective design and use of the data management and reporting tools of the Organization information system that support monitoring, analysis, and reporting against the Organizational workplan’s - and program plans’ - results;



  • Provides support in the monitoring and reporting of PMER Unit workplan results;



  •  Recommends improvements to existing data management and reporting tools, and updates the relevant guidelines for the use of these tools;



  • Proactively supports projects with monitoring and data insights, working directly with colleagues and other Units within the Organization;



  • Conducts regular data cleanups, data quality controls and assurance tests on data, to ensure global data integrity, consistency and accuracy;



  • Assists with the review, collation and preliminary analysis of programme data, including interpreting trends, creating data visuals (graphs, maps, infographics, etc.), and support production of reports as required, to inform the WSSCC strategic results;



  • Assists with the coordination and organisation of internal and external events related to monitoring and evaluation (webinars, meetings, workshops, trainings), and actively participates at meetings, events and forums, and provides monitoring and data analytical guidance and training to programmes, as required;



  • Coordinates and monitors external firms/agents that are sub-contracted to implement surveys, reviews and studies required for monitoring programme performance, outcomes and impacts, including drafting terms of reference, and reviewing proposals and methodological reports, tools, inception and research reports as needed;



  • Collaborates with other Units, in particular the Communications Unit, to keep updated the dissemination of quality evidence of the Council and expand the reach and impact of its strategic information;



  • Performs other duties related to planning, monitoring, and evaluation in WSSCC as required by the Head of PMER Unit;


Education/Experience/Language requirements

  • Bachelors degree in Computer Science, Statistics, Public Health or relevant field is required.

  • A Master’s degree in the above fields is desirable.


Experience 



Minimum two years of relevant experience working in Water, sanitation and hygiene (WASH) development sector or Statistical analysis




Language 



Fluency in both written and spoken English, Fluency in written and spoken French as asset.
