Introduction
The position is located in the Skills and Employability Branch (SKILLS) within the Employment Policy Department (EMPLOYMENT). EMPLOYMENT is responsible for promoting full and productive employment by developing integrated employment, development and skills policies that maximize the employment impact of economic growth, investment and development that are inclusive, gender sensitive, productive and sustainable.
The SKILLS Branch assists governments and the social partners in reviewing and reforming their vocational education and training systems, policies and institutions. It supports field offices in the development and implementation of skills and employability development components of Decent Work Country Programmes (DWCP). Its mandate is to enable constituents to improve skills development so as to improve the employability of workers, the productivity of enterprises and the inclusiveness of economic growth.
The Skills and Employability Specialist will guide research on issues related to skills policies and systems that encourage and support education, training and lifelong learning for employment. The incumbent will assist SKILLS in preparing for an ILO standard-setting discussion on apprenticeships: he/she will review background research on the topic and prepare summaries for inclusion in the International Labour Conference report and comment on selected sections of the report. The incumbent will also contribute to the formulation of an ILO strategy on skills and lifelong learning.
The incumbent, reporting to the Chief of SKILLS, will coordinate with colleagues in field offices, in EMPLOYMENT and other departments.
Specific Duties
1. Review research on apprenticeships and prepare good practice case studies on implementation of apprenticeship programmes.
2. Establish and maintain partnerships with other international and non-governmental organizations on apprenticeships and skills strategies.
3. Evaluate the work of external collaborators and consultants engaged to address specific research questions in the area of apprenticeships and skills strategies.
4. Review ILO policy advice on training policies and programmes and integrate good practice examples in the implementation guide on the ILO strategy on education, training and lifelong learning.
5. Review ILC conclusions, GB decisions and relevant policy documents and contribute to developing an ILOs skills strategy
6. Represent the Branch in international, regional and national fora.
7. Contribute to the knowledge management efforts of the Branch to ensure that research findings and lessons from demonstration projects are made available to a wide range of constituents, as well as to academics and specialists in other agencies.
8. Perform other professional duties as may be required by the Branch Chief.
Required qualifications
Education
Advanced university degree in vocational education and training, human resources development, labour economics, business administration or other social sciences with demonstrated expertise in the field of skills development, employment and labour market policies.
Experience
Eight years of applied experience, of which at least five at the international level in vocational education and training and skills development.
Experience in the design and implementation of technical cooperation projects.
Experience in working in an education and training institution or a regional or national TVET skills development authority.
Depending on the chosen candidate's experience and qualifications, this position may be filled at a lower grade.
Languages
Excellent command of the one of the three official UN languages and knowledge of another would be advantageous.

write coherent programme reports in line with ILO standards and deadlines;
develop and maintain effective collaboration within the UN system at the country level;
aptitude and appreciation for knowledge-sharing and learning.
Core competencies required for this position include:
proven communication and drafting skills, both written and verbal;
the ability to motivate and supervise staff effectively and cooperatively in a multi-cultural team environment;
clear understanding of gender mainstreaming and demonstrated capacity to integrate gender concerns into development initiatives;
strong ability to form and develop knowledge sharing partnerships with a wide of range of actors external to the ILO;
solve problems and propose alternative courses of action to update project proposals;
plans and budgets and revise procedural matters as required to implement the programme effectively;
ability to conduct discussions and negotiate with governments, employers' and workers' organizations, non-governmental organization and other agencies as well as top-level professionals.
Knowledge of the ILO and UN system and procedures is an advantage.
