Role Overview


Manage two key IT teams supporting the key infrastructure and systems integration at the Global Support Office.  The role will form a key part of the ITS leadership team, collaborating to set strategy for the technology roadmap.  The role will also play a key part in the implementation of IT projects at GSO and across all country programs.


Project Overview


Medair’s Global Support Office (GSO) provides operational guidance for country programmes, along with both technical and compassionate support for our relief workers. Within our headquarters and affiliate offices, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes, and to recruit international and HQ staff.


Global ITS provides Medair with centralised governance, strategy, direction, innovation and support in the use of the information technologies that amplify the people to people strategy.  Global ITS provides a centralised approach to ensure cost efficiency and integration, including country programs in the strategic design of systems, and delivers services locally where practical to ensure that the day-to-day needs of our GSO and country program colleagues are met.


The Security and Infrastructure team sets the strategic direction for how Medair’s security and infrastructure across our country programs, and implements and supports the technologies required to ensure our people to people approach.  The Support Systems Integration team delivers on the strategic direction for our Support Function Systems primarily located at the GSO – including Human Resources, Finance, Logistics, Engagement and Communications teams.

Starting Date & Initial Contract Details


June 2019. Full time, open-ended contract.


Key Activity Areas


Security and Infrastructure



  • Manage the Security & Infrastructure team by providing guidance and timely feedback, and lead by example to demonstrate professionalism and accountability.

  • Provide strategic direction into Medair’s Security and Infrastructure Roadmap.

  • Assign Project Managers (or act as PM) for new projects, ensuring that proper scope, cost, resource requirements and time estimates are defined.

  • Develop IT Policies regarding Data Protection, GDPR, Data Security and the adequate use of Information and Communication Technologies, etc. and keep them relevant and up-to-date.

  • Establish professional standards in the deployment and support of infrastructure.


 


Systems Integration



  • Manage the Support Systems Integration team by providing guidance and timely feedback, and lead by example to demonstrate professionalism and accountability.

  • In collaboration with others in the team, provide strategic direction into Medair’s Application Roadmap and ensure that future implementations are fit for purpose.

  • Assign Project Managers (or act as PM) for new projects as required, ensuring that proper scope, cost, resource requirements and time estimates are defined and that there is clear business ownership and buy-in from key stakeholders before proceeding.

  • Establish professional standards in the development and deployment of applications.

  • Establish professional standards in the management of projects using Agile and Lead methodologies.

  • Develop training and knowledge transfer plans so that members of the team can continue to grow in their roles and ensure proper coverage in case of staff absence or departure.


 


ITS Strategy



  • Work in collaboration with the Global IM & Help Desk Manager, the ITS Director and other colleagues to ensure that the ITS Strategy can be delivered to support the overall strategy of Medair including:

    • Development of a roadmap to upgrade and standardize the infrastructure across GSO and all country programs, outsourcing activities where appropriate in order to focus on activities that are unique and cost-effective for Medair to maintain.

    • Development of the overall Enterprise Architecture, ensuring coherence and consistency of the data model across all the solutions.

Qualifications



  • Degree in Informatics, Computer Science, Information Systems or related field.

  • Master’s degree preferred.

  • Training in Network and Server Management and System Integration. Microsoft Certification preferred.

  • Strong working knowledge of English (spoken and written). Ability to work in French desirable.

  • 5+ years leading an IT Application Support team. 5+ IT Project Management experience is essential.

  • 5+ years’ experience in systems operations and support, implementation and management of infrastructure systems support.

  • Vendor Management. Experience in database administration and performance tuning.

  • Experience operating in outsourced and in-house operations and use of cloud based services.

  • Experience in setting up and supporting infrastructure in international NGOs operating in a variety of contexts – desirable. Capacity to work under pressure and to tight deadlines.

  • Understanding of software design principles, data model creation and programming languages.

  • Solid understanding and experience with virtualization, operating systems, local and wide area networking, response and recovery, data protection and retention, and other information management disciplines to support a global organization.
