Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.
In order to support the best informed process in the filling of the present vacancy by direct selection, the ILO invites interested candidates to submit their candidature online by the above date.
Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The Global Deal for decent work and inclusive growth was launched by Sweden in September 2016, along with the OECD and the ILO as founding partners. The Global Deal is a multi-stakeholder partnership with the objective of jointly addressing the challenges in the global labour market and enabling all people to benefit from globalisation. The Global Deal is a concrete input to the UN 2030 Agenda for sustainable development and especially to goal 8 on decent work and inclusive growth. The focus of this partnership is on the potential of sound industrial relations and social dialogue to contribute to decent work, quality jobs and increased productivity and by extension to greater equality and inclusive growth. Enhanced social dialogue provides opportunities the world cannot afford to ignore. It is both morally right and economically smart. All the work within the partnership also includes a clear gender dimension.
The Global Deal builds on already established initiatives and processes and reinforces the existing work of different actors in this regard including the work of ILO and OECD. A joint (ILO/OECD) Support Unit for the Global Deal is based in and hosted by the OECD in Paris. At the present date, the partnership comprises 100 partners including governments, enterprises, trade unions, business associations and civil society organisations.

The Global Deal Support Unit will be responsible for developing, promoting and implementing the Global Deal under the guidance of the Global Deal Steering Committee. The Support Unit will contribute to accelerate action, by reaching out to new partners and working closely with the Global Deal partnership members. A key focus is to leverage technical assistance to Global Deal partners to support them in implementing their commitments. Related to this is extending the depth and scope of research on the effects of collective bargaining on inclusiveness, trust and globalisation, as well as continuing the collection of good examples from around the world on how social dialogue and the Global Deal can lead to practical results.
The ILO is looking for a Global Deal Senior Advisor. The position is located at the ILO Office in Geneva and the incumbent will work for the joint (ILO/OECD) Global Deal Support Unit, which is based in Paris. The Global Deal’s future areas of work, annual programme of work and budget are approved by the joint Steering Committee, in line with the rules and procedures of the ILO and OECD.
The incumbent of the position will work under the supervision of theDirector of GOVERNANCEat the ILO and will work under the technical direction of the Head of the Global Deal Support Unit.
The Senior Advisor will be responsible for developing the partnership worldwide, to leverage technical assistance to support partners in implementing their voluntary commitments, to organise international seminars, to coordinate ILO and OECD resources in accelerating action and expanding knowledge, and to identify best practices from around the world on how social dialogue can lead to practical results.
Specific Duties
Candidate profile
Academic background:
• Advanced university degree or equivalent in labour economics, development, industrial relations or other relevant discipline.
Professional background:
• A minimum of 10 years of progressively increasing experience in dealing with labour economics/industrial relations in national and/or international settings. Additional experience in a second technical field of the ILO would be an advantage.
Languages
Fluency in one of the ILO official languages and good working knowledge of the other. Knowledge of other languages would be an asset.
