OBJECTIVES OF THE PROGRAMME

The WHO Department of HIV coordinates WHO's HIV work and hosts the Global Hepatitis Programme (GHP). The WHO Programme on HIV is guided by the Global Health Strategy (GHSS) on HIV 2016 - 2021. The work of GHP is guided by the Global Health Sector Strategy on Viral Hepatitis 2016-2021. Both GHSSs commit to ending the AIDS and viral hepatitis epidemics as public health threats by 2030 - consistent with the ambitious targets of the 2030 Agenda for Sustainable Development, adopted by the United Nations General Assembly in September 2015. The GHSS describes the health sector contribution towards the achievement of these targets. Each of the two (HIV and viral hepatitis) GHSSs outlines a vision, goals and actions for the global health sector response, including five strategic directions: strengthening and focusing national HIV/hepatitis programmes and plans through sound strategic information and good governance; defining a package of essential HIV/hepatitis services and high-impact interventions along the HIV/hepatitis services continuum; adapting and delivering the HIV/hepatitis services continuum for different populations and locations to maximize quality and achieve equitable coverage; implementing systems to fully fund the continuum of HIV/hepatitis services and to minimize the risk of financial hardship for those requiring the services; and embracing innovation to drive rapid progress. The objective of the Department of HIV and Hepatitis is to lead an effective organization wide HIV and hepatitis effort to support Member States in the implementation of the Strategies. The Key Populations and Innovative Prevention (KPP) unit is to provide normative and technical support in the areas of biomedical prevention such as pre-exposure prophylaxis, HIV testing services, and voluntary medical male circumcision, as well as all relevant prevention and treatment for key populations. The department of HIV and Hepatitis works closely with WHO country and regional staff, as well as ministries of health and key partners to maximize WHO's impact in countries. The WHO HIV testing services team within the KPP unit focuses on three streams of work supporting (1) introduction and scale-up of innovations, (2) development of normative guidance and supportive implementation tools, and (3) tailored country support and coordination.


DESCRIPTION OF DUTIES

Provide technical support in the updating and development of norms and standards on HIV testing services (HTS), in their dissemination, in capacity building, in country implementation and in monitoring the uptake of the norms and standards at the country level. Support literature and other evidence reviews and policy analysis of new HTS areas, such as recency assays. Develop and maintain a network of WHO technical focal points, advocate and provide technical guidance to scale up testing among men (including self-testing HIVST). Coordinate, with key stakeholders at country and regional level, the analysis of evidence and key information and support the dissemination that is needed relevant to the epidemiolocal settings of the regions and countries. Support the development of capacity building tools for WHO staff at regional and country offices to enhance technical assistance, including the development and updating of HTS policies and strategies, updating testing algorithms, and operationalization of norms and standards adapted to settings and populations. Provide expert technical assistance to countries on HIV testing services policy and strategy development, standard operating procedures, and any other request related to HIV testing services. Developing/updating monitoring systems/tools for HIV testing services, including guidance on use of tools such as risk screening tools, conduct data verification and quality assurance, and contribute to global reports on HTS. Responsible for managing the Gates grant on testing, including work planning, implementation, monitoring and reporting in collaboration with the programme management unit of the Department of HIV and Hepatitis. Any other duties as assigned by the first level supervisors.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in Nursing, Medicine, Public Health, or relevant Social Science.



Desirable : Advanced studies in epidemiology would be an asset.


Experience


Essential : Five years of public health work experience of which at least three years focus on HIV testing and prevention. Some of this experience gained in an international context.



Desirable : Documented work experience in LMIC on HTS and HIVST would be an asset.


Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3393 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
