OBJECTIVES OF THE PROGRAMME

Within the CDS Cluster, the objectives of the Department of Control of Neglected Tropical Diseases (NTD) are to reduce the negative impact of endemic tropical diseases on health and on the social and economic wellbeing of all people world-wide: to reduce morbidity, mortality and disability through the prevention, control and where applicable, eradication or elimination of selected endemic tropical diseases using, where possible, a synergic approach, through the formulation and implementation of evidence-based strategies; provision of technical support to Regions and countries; capacity building; and involvement of relevant partners for implementation; formulation of integrated disease-control strategies, including integrated case management and vector control.


DESCRIPTION OF DUTIES


Develop strategy, evidence and guidance on ending NTDs in the context of the SDGs, with a particular focus on UHC.


Represent the department in internal WHO discussions and initiatives around UHC, such as the UHC progressive realization working group and CDS cluster's UHC task force.


Provide guidance to the work of WHO country office staff and National Professional Officers working on health financing of communicable diseases in the context of UHC.


Coordinate the economics and financing Working Group of the NTD Strategic and Technical Advisory Group.


Support the Chair of the Working Group in his/her participation at high-level meetings and advocacy efforts for NTD financing.


Support countries in optimizing their domestic investment in NTD control through sector-wide tools and mechanisms.


Generate evidence on the economics and financing of ending NTDs, for publication in peer-reviewed journals.

Main Objectives:Expected Measure the global economic impact of NTDs.Identify the full cost of NTD control and benefits to development.Support priority countries and regional offices in conducting local economics work.Provide information at the global, regional and national level that strengthens advocacy efforts.Support priority countries in formulating proposals for international support if required.Identify the level of international resources mobilised (in cash and in kind) for NTDs from development partners and industry.


REQUIRED QUALIFICATIONS


Education


Essential : Masters level degree in economics or closely related subject, including specialization in health economics and health financing.


Desirable : Ph.D. Good understanding of NTD epidemiology and impact, learned through courses or on-the-job training.Management/Administration or Health Policy/Public Health from a recognized university.


Experience


Essential : At least seven years of experience working as a health economist, including experience in developing countries and experience of working on analyses related to communicable diseases.


Desirable : Peer-reviewed publications on health economic aspects of communicable diseases and their control or universal health coverage. Experience of developing tools or guidelines related to economic/financial aspects of disease control.Experience of working with governmental, academic and international organizations/institutions.Experience of resource tracking analyses and economic evaluation.


Skills

Quantitative skills, including open access statistical software.Strong writing skills, for reports and scientific publications.Communication skills with national policy makers and development partners. Good knowledge of health system strengthening.Deep understanding of health financing functions and practice.Knowledge of principles and methods for the economic evaluation of health care programmes and proven ability to apply these in practice, including in relation to disease control.Knowledge of principles and methods required for budgeting/costing national strategic health plans, and proven ability to apply these in practice.Proven ability to conduct economic evaluations in developing countries, and to write up the results to a standard suitable for publication in peer-reviewed journals.Ability to develop project proposals and to prepare progress reports on funded proposals.Ability to develop tools and related guidelines related to budgeting and costing. Proven ability to work in a wide variety of countries, and to facilitate workshops and country missions.Excellent written and oral presentation skills.Ability to be proactive/take initiative, and to work independently.Ability to work as part of a multidisciplinary team.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4098 per month for the duty station indicated above.Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
