What we do


 


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


 


The Law and Policy Forum brings together ICRC's various training and outreach capacities in humanitarian law and action, with a view to promote IHL and other relevant norms, and to influence key actors and decision-makers on humanitarian issues of importance to the organisation. Through its different components (academic relations and research, the International Review of the Red Cross, the Humanitarian Law and Policy blog, online and onsite legal training, outreach and events, the Visitors & Conference center), FORUM acts as a channel between the ICRC and the outside world. It carries out direct outreach activities to key external audiences, following a thematic approach and pursuing academic excellence.


 


Relying on the expertise and substance developed within the broader Department, the unit:


 



  • offers tools and platforms enabling academic research and debate addressing topics related to the mentioned areas of focus;

  • fosters debate on law and policy through the Humanitarian Law and Policy blog as well as the organization of thematic events with a global reach; and

  • develops and maintains a solid onsite and digital learning capability providing actors of influence with a comprehensive training offer firstly centered on IHL, other relevant norms, related policies and positions, including those dealing more broadly with humanitarian action.

Purpose


 


The Digital Officer supports and enhances the digital reputation and presence of the Law and Policy Forum. He/she drives the unit’s efforts to connect with relevant audiences trough digital content and channels.


 


He/she contributes to the development of the unit’s digital tools (Humanitarian Law & Policy blog, e-briefings, law and policy platform, online How does law protect in war? casebook, IHL in action, International Review of the Red Cross website, thematic pages) and is responsible for the content-management and maintenance of those tools.


 


The Digital Officer will advise the unit on the usage of new online outreach and training tools and assist in various tasks (website creation and management, development of digital projects). He/she will ensure regular monitoring and reporting on online statistics. The holder of the position will keep abreast of innovations in terms of digital publishing and online training and represent the institution in relevant fora when appropriate.


Accountabilities & Functional responsibilities


 


Development & management of Law and Policy digital tools



  • Drive and lead development of digital projects, either in-house or by externalising the work to external service providers. Liaise with relevant internal stakeholders, ensuring compatibility with institutional digital publishing guidelines and practices.

  • Ensure timely and accurate publication of new or updated digital content.

  • Lead efforts to identify and resolve technical issues with the unit’s online tools and work towards the implementation of corrective/preventative actions.



Digital outreach



  • Contribute to the development and implementation of the Unit’s training and outreach objectives targeting external publics and act as the unit’s focal point on issues related to new digital outreach and training technologies and trends.

  • Provide guidance and support to web editors of other language sections of the International Review of the Red Cross website

  • Monitor and analyse website statistics and conduct ongoing evaluation of the success of the unit’s digital tools. Identify and advise on areas of improvement.

  • Collect and monitor user feedback and ensure the insights are used to optimize existing tools or to develop new ones.


People management responsibilities

Certifications / Education required


 



  • Degree in communications, marketing or journalism, preferably with a digital background and specialization (managing websites, social media platforms, video projects, etc.)

  • Fluent command of English

  • Additional languages, in particular French, an asset


Professional Experience required


 



  • Skilled computer user of web publishing (content management systems, including Drupal and/or Wordpress) and design tools (Adobe Creative Cloud).

  • Good understanding of web development / HTML.

  • Experience in web editing and familiarity with search engine optimization.

  • Ability to communicate on technical matters to audiences in training settings.

  • Minimum 5 years of experience in digital communication/internal communication.

  • Digital project management skills as strong assset

  • Experience working on e-learning projects and developing/customizing e-learning platforms an advantage

  • Professional experience in the humanitarian/development sector an asset
