The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UN Environment and is located at the Geneva duty station. The International Consortium on Combating Wildlife Crime (ICCWC), is the collaborative effort of the CITES Secretariat, The International Criminal Police Organization (INTERPOL), The United Nations Office on Drugs and Crime (UNODC), The World Bank (WB) and The World Customs Organization (WCO), to bring coordinated support to the national wildlife law enforcement agencies and to the sub-regional and regional networks that, on a daily basis, act in defense of natural resources. The CITES Secretariat chairs the Consortium. Under the supervision of the CITES Chief of Enforcement Support Services, the incumbent will, within limits of delegated authority, coordinate the development, implementation, monitoring and evaluation of programmes, projects, operations and other activities related to ICCWC, in particular the implementation of the ICCWC Strategic Programme and be responsible for the following duties:

Responsibilities

1. Coordinate all actions required to ensure collective implementation of ICCWC projects and activities by:

• Coordinating and overseeing the implementation and evaluation of the ICCWC Strategic Programme 2016-2020 and related projects and activities. • Coordinating and leading, as appropriate, on the implementation of the provisions of Resolutions, Decisions and Recommendations adopted by CITES governing bodies and directed to or requiring engagement with ICCWC partner agencies. • Ensuring that ICCWC activities and projects support the implementation of Resolutions, Decisions and Recommendations adopted by CITES governing bodies. Facilitating the identification of the needs of Parties that can be addressed through the tools and services available through ICCWC, and initiate appropriate action. • Promoting collective and co-ordinated development of projects and implementation of activities under the auspices of ICCWC. • Maintaining and facilitating strong communication and coordination between ICCWC focal points of CITES, INTERPOL, UNODC, the World Bank and the WCO. • Facilitate the development and maintenance of up to date road maps for the work of ICCWC.

2. Support the Chief of Enforcement Support in administering the daily ICCWC related operations of the Section by:

• Preparing strategies for consideration by the Chief of Enforcement Support. • Overseeing and coordinating the timely preparation of briefing papers, information documents and other documentation on ICCWC and ICCWC related matters, including the preparation of documents for the meetings of the CITES Standing Committee (SC) and the CITES Conference of the Parties (CoP). • Coordinating activities to plan and host side events, workshops, meetings and seminars as agreed to by the ICCWC Senior Experts Group (SEG). • Coordinating the preparation and review of ICCWC media releases in consultation with the ICCWC SEG and the CITES Secretariat media relations officer. • Overseeing and coordinating the development, updating, improvement and expansion of the ICCWC website. • Overseeing the development, improvement and updating of materials to promote ICCWC visibility, such as banners, fact sheets, brochures and manuals

3. Monitoring and coordinating all actions required to successfully host ICCWC meetings and to raise the profile of ICCWC in various fora by:

• Monitoring and analysing programme/project development and implementation; reviewing relevant documents and reports; identifying problems and issues to be addressed and proposing corrective actions; identifies and tracks follow-up actions. • Coordinating activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Coordinating the meetings of the ICCWC Senior Experts Group (SEG) and providing support to relevant follow up activities as required. • Undertaking various initiatives; reviewing, analyzing and interpreting responses, identifying problems/issues and preparing conclusions. • Coordinating the work of ICCWC with relevant programmes and projects of ICCWC partner agencies (e.g. Global Wildlife Programme, CITES Trees and MIKES projects, UNODC’s Global Programme for Combating Wildlife and Forest Crime, INTERPOL and WCO’s projects on wildlife crime) and other partners, regional networks and projects as appropriate. • Liaising with other international, regional and national organizations, agencies and programmes, as appropriate, to facilitate synergies between the work of these entities and the work conducted under the ICCWC Strategic Programme. • Assisting the ICCWC SEG in the development of the strategic approach for the Consortium for 2020-2025, including through the review and analysis of current and future issues and trends, evaluation of the programme and related activities, etc. • Coordinating, reviewing and finalizing various written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications, etc. • Providing substantive support to relevant meetings and activities of the CITES Secretariat and of ICCWC partners as appropriate, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Participating in or leading field missions, workshops, seminars, etc.; making presentations on assigned topics/activities, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

4. Performance other related duties as assigned, undertaking tasks at the request of the Secretary-General and strengthening the implementation of CITES.

Education

A master's degree in criminal law, criminology, environmental law, wildlife law, law enforcement or related area is required. Additional post-graduate studies (Doctorate or equivalent) in a related field would be an advantage. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management or related area is required. Experience in inter-governmental organization cooperation is desirable. Good knowledge of CITES, ICCWC and relevant partner programmes and projects to combat wildlife crime would be an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of French and/or Spanish is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
