OBJECTIVES OF THE PROGRAMME

The objectives of the NCD programme are to increase the activities conducted at the national, regional and global levels in order to implement the commitments included in NCD-related resolutions adopted at the UN General Assembly, taking into account the guidance provided by the World Health Assembly and WHO, by: (i) providing strategic leadership, engaging in partnerships where joint action is needed; (ii) setting norms and standards, and promoting and monitoring their implementation; (iii) articulating ethical and evidence-based policy options; (iv) providing technical support, catalysing change, and building sustainable institutional capacity; (v) shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge, and (vi) monitoring the heath situation and assessing health trends.


DESCRIPTION OF DUTIES


Provide policy, advocacy and communications support to the office of the Assistant Director-General for Noncommunicable Diseases and Mental Health (ADGO/NMH) including:


 - Act as a communications focal point of ADG/NMH and the Senior External Relations Officer, HQ/NMA and work with the Department of Communications (HQ/DCO) supporting the implementation of WHO Communications strategy on NCDs and mental health to raise the priority given to this work within the WHO's 13th General Programme of Work. Support communications activities related to three priority projects of the Cluster that focus on mental health, the reduction of premature mortality from cardiovascular diseases and the elimination of cervical cancer;


- Contribute to drafting communications materials, including web stories, talking points, briefings, statements, questions and answers, fact sheets, leaflets and brochures, news items, social media posts and other materials as needed;


- Support the planning and management of NMH public relation initiatives, such as launch events and press briefings;


- Provide support in drafting policy documents, reports, speeches, presentations, correspondence, meeting agendas and minutes, as required;- Monitor and analyze external sources of information, including media, in the priority NCD and mental health areas as required;


- Contribute to the preparation of WHO and UN high-level meetings on NCDs and mental health, and other related projects and initiatives. Provide support in the development and implementation of policy, advocacy and communication deliverables in respect to these meetings and related projects. Support the WHO Independent High-level Commission on NCDs in its communications efforts;


- Support youth participation and youth engagement in NMH work;


- Support the alignment of communications activities across NMH Cluster and provide internal communications support across NMH departments and across three WHO levels;


- Build on existing, establish and maintain excellent relationships with key stakeholders and partners. Liaise with counterparts at all levels of Organization and at partner organizations, identify and use advocacy windows of opportunity and advocacy platforms to raise the awareness of high-level events on NCDs and mental health and NMH work in the media and among partners;


- Support ADG/NMH and Senior External Relations Officer, HQ/NMA in all other related endeavors, as required.


REQUIRED QUALIFICATIONS


Education


Essential : A first-level university degree in medicine or health-related field.


Desirable : Advanced degree in the area of public health or global health. Further education that demonstrates analytical and research skills.


Experience


Essential : At least two years' experience in public health and/or communications, including at least one year at international level. Experience in conducting research. Experience with project management. Experience working in the noncommunicable disease political landscape.


Desirable : One year experience working with WHO in an area related to noncommunicable diseases. Experience in establishing and maintaining strategic relationships. Experience of working with youth organizations and with youth engagement in public health projects. Experience of working with social media. Experience with internal communications.


Skills

Good knowledge of public health and global public health challenges and opportunities. Good written and spoken communications skills. Strong analytical and research skills. Ability to establish and maintain strategic relationships. Good knowledge of social media platforms. Ability to coordinate multiple parties. Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,472 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2796 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
